Fuel tank service, site audits and dispensing equipment

fuel tank service site auditWhen storing fuel on your premises, you have a legal obligation to keep the storage tank and dispensing equipment maintained with a fuel tank service. We can check that your installation is compliant with the Environment Agency, DEFRA guidelines and current building regulations.  This ensures you are protecting your staff, the public and the environment, and your fuel stock.

Full lifecycle services

At Tank Services, we offer a complete lifecycle service portfolio from supply and installation, servicing, maintenance and ongoing support through to decommissioning and tank removals.

Our fuel tank service and site audit include compliance checks, proactive inspection and maintenance, backed up by a comprehensive photographic report to highlight any issues requiring attention.  This document is also your evidence that your fuel storage facility has been inspected by a trained and qualified engineer and ensures your critical fuel supply will support your business needs.

Fuel tank service

Our tank service starts with an inspection and report by our OFTEC qualified engineers.

This will include the following:
  • Visual inspection of the primary tank and bund.
  • Inspection of the tank base and supports.
  • Check the operation of the tank valves, isolators and vent pipes.
  • Inspect any remote fill cabinets and fill point equipment.
  • Check overfill prevention valves operate freely.
  • Check the bund for any content or signs of an overfill.
  • Manually test high-level alarms, low-level alarms and bund sensors for correct operation.
  • Measure fuel levels and check against tank level gauge for accuracy. Calibrate and adjust as required.
  • Pressure test and certify fuel oil pipework to OFTEC standards.
  • Dip fuel for presence of water.
  • Take bottom tank fuel sample for visual inspection.
  • Test fuel for contaminating particle count and water content to ISO4406 Standards; issue report.

As an option, we also offer a complete refresh service to restore your tank and fuel back to an ‘as new’ standard. This uses advanced fuel polishing techniques and man entry confined space tank cleaning.  Whilst the tank is empty we can also test the tank with an NDT ultrasound probe to measure the material thickness at multiple points to highlight any corrosion or thinning of the tank.

Storage tank testing to EEMUA 159/API 653

We provide a complete NDT tank test and inspection to EEMUA 159 and pipeline inspection to API570 standards.  We have a fully qualified experienced partner to fulfill this in-depth tank test and inspection.  Because we work so closely, we can offer a complete package for vertical storage tank reports and inspections for hazardous liquid storage and plant operations.

We start with a visual inspection of all equipment.

  • Check flexible hoses for wear, cracks and leaks.
  • Check the automatic cut off nozzle works correctly.
  • Test any flow meters, calibrate and adjust as required.
  • Replace any fuel filters.
  • Inspect the dispenser pump, mounting and pump housing.

Fuel storage compliance assessment

We can carry out an audit and site safety assessment to ensure you’re maintaining your facility and complying with current legislation.  This will also include checking, reporting and a clear action plan if required.

Important points to consider are:
  • Correct tank signage and labelling.
  • The location of the tank.
  • Security of the tank and controlled access
  • Are dry break couplings installed?
  • Is there an overfill prevention valve and audible overfill alarm?
  • Electrical safety check
  • Emergency stop electrical isolator
  • Is a drainage plan in place?
  • Spill response plan and out of hours emergency contact information
  • Reconciliation – documenting usage
  • Best practice and housekeeping

Details of the fuel tank assessment:

Signage and labelling

Include identifying the product type (diesel, gas-oil, petrol, kerosene etc.), correct health and safety signage, safe working tank capacity and therefore avoiding an overfill.

Location of the tank

When we assess the location of the tank we’ll check for potential problems with the location of the installation with regard to impact protection, building regulation and fire risks.

dispensing equipmentDispensing equipment

Are the tank and dispensing equipment secure against unauthorised use and locked when not in use?

Dry break couplings

In the event a driver drives off with the nozzle still in the vehicle. this hardware automatically closes the hose end – it does happen!

Overfill prevention and alarm

Often the panel may be damaged and not working correctly.

Electrical safety check

Has the electric circuit been tested by a qualified electrician?

Emergency isolator

Is this clear and quick to find and operated to isolate the power to the fuel tank and associated equipment?

Drainage plan

Do you know where a potential fuel leak could end up? You need a clear drainage plan to ensure you understand the impact on the environment.

Spill response plan

Some basic staff training may be required to ensure that if the worst happens, you know how to handle the situation correctly.

Usage documentation

Do you know where your fuel is going? A simple spreadsheet recording fuel out and deliveries in will let you see if fuel is being removed in an unrecorded way.  It may also show any leaks from the tank or pipework.

Best practice and housekeeping

Nominate an appointed person to take responsibility for regular site checks, including ensuring the tank and refuelling area is kept clean, clear and tidy. Preparing a checklist will make it quicker to identify problems and find a solution.  We can help with this.

Our tank service, maintenance and reporting services are used across many different industries including transport and distribution, council and public sector sites, utility companies, agriculture, MoD assets, leisure parks and gardens, marinas and ports.
